The City of Durham, NC seeks to hire an Energy Program Specialist to assist in implementing and managing programs funded through the Energy Efficiency and Conservation Block Grant Program (EECBG) – part of the American Recovery and Reinvestment Act. Temporary, full-time position with benefits. The employment period is through August 14, 2012.
Responsibilities
The Program Specialist will assist in managing EECBG programs, including working with subcontractors, creating education and training materials, and tracking and reporting metrics as well as establishing a comprehensive Energy Management Program for city facilities.
Essential responsibilities include:
- Identifies energy saving measures and works with facility managers to reduce energy use;
- Researches, selects, implements and maintains energy management software;
- Monitors and communicates energy costs, usage, and utility tracking progress reports as required;
- Develops forecasts and reports of energy use, including performance against standards and benchmarks;
- Evaluates and recommends new energy technologies and source vendors;
- Assists in managing multiple contracts related to energy efficiency services and products;
- Assists in establishing a Guaranteed Energy/Utility Savings Performance Contract;
- Designs and implements an education and outreach program for employees, businesses, and residents on best practices in the areas of energy efficiency;
Qualifications
Bachelor’s degree from accredited college/university in energy management, environmental science/policy, engineering, or closely related field + 3 years of related experience; or a Master’s degree from an accredited college/university in those fields +1 year of related experience; or any equivalent combination of training and experience required to perform the essential position functions.
Knowledge, Skills, and Abilities:
- Experience with sustainability or energy planning and program implementation
- Experience in project management
- Ability to understand and implement energy conservation techniques and methods
- Ability to analyze a variety of administrative and technical problems and to make sound policy and procedural recommendations
- Strong written and oral communication skills to include public speaking and the ability to develop effective proposals
- Comprehensive knowledge of energy and conservation program development and energy technologies
- Knowledge of and/or experience with the Performance Contracting process
- Knowledge of cost benefit analysis
- Ability to gather and analyze data and make appropriate recommendations
- Ability to organize resources, establish priorities, and meet deadlines and objectives
- Ability to develop and maintain record keeping systems and procedures
- Ability to work independently and in a team environment
- Driver’s license
Compensation
Salary: $47,000-50,000/year.
