Inland Empire Utilities Agency, (IEUA) is a wholesaler of drinking water and operator of state-of-the-art wastewater treatment/water recycling facilities serving seven member agencies with a population of approximately 850,000 in the west end of San Bernardino County, California. IEUA also manages the recharge of recycled, storm and imported water through the award winning Chino Basin Ground Water Recharge Program and coordinates regional water efficiency programs.

Salary:

Environmental Compliance Officer: $5,936 – $7,233 per month, DOQ

OR

Sr. Environmental Compliance Officer: $6,872 - $8,373 per month, DOQ

The Position:

Reporting directly to the Manager of Technical Services and Environmental Compliance, the Environmental Compliance series perform complex technical and administrative responsibilities. This challenging position requires knowledge of air quality regulations as well as a strong commitment to continuous quality improvement and customer service. Incumbents will have significant responsibility relating to Air Quality Programs including compliance and audit activities as well as regulatory reporting. This position will perform both office based duties as well as be out in the field as needed. 9/80 work schedule Monday-Friday (alternate Fridays off)

The Department is seeking an energetic and innovative individual that understands the bigger picture as well as anticipates and prepares innovative solutions and delivers results. The successful candidate will be a self-starting, results-oriented individual with strong communication, organizational and interpersonal skills. Attention to detail as well as strong technical research and analytical skills, including use of spreadsheets, databases, and other automated statistical software and proficiency in Windows 2007 (e.g., Word, Excel, PowerPoint and Outlook) is critical.

Duties:

May include, but are not limited to the following:

  • Prepare and submit various routine and non-routine reports to regulatory agencies such as the South Coast Air Quality Management District (SCAQMD), California Air Resources Board (CARB), Regional Water Quality Control Board (RWQCB), State Water Resources Control Board, Environmental Protection Agency (EPA), California Department of Public Health (CDPH) and Southern California Edison.
  • Air quality reporting pertaining to annual emissions reports (AER), various source tests, continuous emissions monitoring system (CEMS) semi-annual, and Title V semi-annual monitoring (SAM) reports.
  • Water quality reporting pertaining to NPDES, groundwater recharge, biosolids, recycled water, stormwater, and drinking water.
  • Perform compliance and audit activities in support of water and air quality programs and related regulatory requirements to ensure that plans and practices are established and adhered to and that regulatory requirements have been met; develop and maintain computerized tracking systems; participate in audits and evaluations of compliance programs, industrial wastewater samples, or treatment plant wastewater sampling systems; report on findings and verifies that corrective action has been taken to resolve deficiencies.
  • Develop and coordinate special projects often requiring complex field and scientific studies and investigations; develop methods and schedules; provide direct oversight of team members including directing work activities; perform document quality control; prepare all required reports.
  • Review and analyze EPA, SCAQMD, CARB, assembly and senate bills, rules, regulations and reports for their impact on the Agency’s environmental compliance programs; recommend and implement approved changes to Agency Ordinances as a result of regulatory changes; schedule and conduct meetings with regulatory agencies including the SCAQMD, EPA and RWQCB to discuss permitting, monitoring, enforcement, and regulatory changes.
  • Perform related duties and responsibilities as assigned.

Knowledge of:

Applicable federal, state, and local air, water, wastewater, and safety laws, regulations and standards; principles and practices of air pollution control system and air pollutant formation processes; principles and practices of wastewater distribution systems and wastewater processing; principles and practices of quality assurance/quality control; use and capabilities of computers, automated equipment, and standard applications software, advanced web, spreadsheet, and database programs; principles and techniques of statistical sampling and analysis; principles and practices of pretreatment methods, system design, and air pollution control and wastewater engineering; principles and practices of industrial operations, wet processes, and categorization; principles and practices of toxic and hazardous waste management and disposal; odor control in wastewater collection system, treatment plant and composting facility; wastewater flows and characteristics and collection systems; principles of training and work direction; principles of technical report writing.

Ability to:

Prepare clear and concise records, reports, correspondence and other written materials; plan, organize, direct and coordinate a variety of functional tasks to achieve the responsibilities of the Section; plan, organize, estimate, coordinate, assign, review and evaluate the work of others; effectively communicate ideas and negotiate clearly and concisely both orally and in writing with Agency and regulatory staff; understand and utilize complex mathematical concepts; understand and follow written and oral work instructions; exercise independent judgment and initiative within established guidelines; establish and maintain effective working relationships with those encountered in the course of work; handle stress in a professional manner; work collaboratively and effectively as a team member; and plan, develop, manage section’s annual budget.

Requirements:

Experience

Environmental Compliance Officer

  • One year of related collections, technical and/or analytical environmental work directly related to air pollution control.

Sr. Environmental Compliance Officer

  • Five years of professional-level experience in air pollution control as it relates to wastewater treatment or an equivalent combination of relevant training and experience.
  • Two years of lead worker/supervisory experience is desirable.
  • Proficiency in Windows 2007 (e.g., Word, Excel, Outlook) and ERP system is highly desirable.

Education

  • Graduation from a four year college or university with a degree in environmental science, engineering or closely related field.

Licenses and Certificates

  • A valid class “C” California driver’s.
  • Certified Permitting Professional issued by South Coast Air Quality Management District is highly desirable prior to employment, but required prior to successfully passing a one year probationary period.
