Description
The IBERDROLA RENEWABLES Senior Permitting Manager will be located in Portland, Oregon. The position will report to the Permitting Director in Portland and will coordinate with project developers and technical services staff in Portland, Radnor, Chicago, Minneapolis, and other locations. The position will be focused on wind projects, but may also grow to include solar power projects. This position is one of 7 positions in the wind/solar permitting team and will share responsibilities for the mid-continent region with another Permitting Manager currently based in Minneapolis.
Responsibilities
- Develop environmental study and permitting strategies for specific projects in consultation with the Project Developers, Technical Services staff, and the Permitting Director, with a focus on the mid-Continent (Great Plains and mid-west), inter-mountain west, Oklahoma, and Texas (specific state assignments will be developed based on the successful candidate's experience and knowledge).
- Manage and coordinate activities within the Company and with outside consultants to achieve all regulatory, siting and environmental requirements and approvals needed to achieve project financial closing and construction.
- Prepare milestone schedules, budgets and staffing requirements to complete permitting on projects.
- Prepare applications to agencies; represent Company's position in hearings and workshops; select and manage consultants; assist the project public relations strategy; and provide documentation for siting, land use, wetland, and wildlife permits; represent the Company in policy discussions and developments regarding renewables permitting.
- Negotiate with wildlife, land use, and other regulatory agencies to achieve acceptable permit conditions consistent with project and Company goals, schedules, costs, and environmental protection.
- Conduct environmental and permitting due diligence on potential sites and acquisition opportunities.
- Help develop processes for assuring permit compliance during the construction and operations phases of projects, including the development and maintenance of project-specific Avian and Bat Avian Protection Plans.
- Adhere to effective internal controls.
Qualifications
- Bachelor's degree in Biology, Environmental Sciences, Engineering, Business or the equivalent combination of education and experience.
- Minimum 5 years experience in energy project permitting and environmental review.
- Demonstrated problem solving, negotiating and oral and written communication skills.
- Experience and knowledge of environmental permitting regulations for mid-continent states.
- Substantial domestic travel.
- Ability to work independently to meet deliverables.
- Working knowledge of Windows based business software applications, including Word, PowerPoint, and Excel.
Preference may be given to candidates with the following:
- Advanced degree in Biology, Environmental Sciences, Engineering, Business or comparable degree.
- Understanding and experience of NEPA, and/or other state and local land use and environmental permitting processes.
- Prior experience in wind and/or solar power permitting and environmental review
Compensation
Salary: $75,000.00 - $80,000.00 (Yearly Salary)
