Summary:

The Vice President of Climate and Natural Resources is responsible for creating a clear and cohesive program that complements Counterpart’s over-arching organizational strategy and goals. The VP is responsible for the strategy, management, administration, program development and financial management of Counterpart’s climate and environmental programs. Current and past programming has included: coral restoration, forest conservation, providing access to fresh water, and ecotourism. Within the context of Counterpart’s over-arching organizational strategy, the Vice President sets the vision and strategy for the Division, as well as the goals, objectives and benchmarks for measuring success and ensuring quality of performance and donor satisfaction. S/he is responsible for proactively and collaboratively identifying opportunities and integrating CNR programs with other Counterpart programs as the organization seeks to implement an increasingly unified service offering.

S/he is responsible for playing the leading role in developing a new area of technical innovation in climate change adaptation. Counterpart aspires to become a leader in understanding the impacts of climate change and in creating development solutions that are climate resilient. The VP will: define anticipated climate adaptation outcomes; develop frameworks and methodologies that can be used in program design across practice areas; define monitoring and evaluation; help develop institutional understanding of the issue and opportunities; oversee the development and implementation of pilot projects to test methodologies and facilitate learning; help strategically position Counterpart as a leader in climate adaptation in the development community by sharing lessons learned and engaging with others in the development of innovative approaches; and serve as a resource to all CPI programs as they work to develop and implement interventions where climate variability or change could compromise the integrity, effectiveness or long-term outcome.

Duties and Responsibilities:

  • Support the CEO in implementing Counterpart’s mission and strategic plan;
  • Establish the vision, strategy and annual goals for the CNR practice area;
  • Establish and implement the practice area’s overall program development strategy including marketing, outreach, and solicitation of public, private and multi-lateral donors;
  • Ensure program integrity and quality, compliance with donor requirements/objectives; and consistency with broader organizational goals and values;
  • Provide managerial leadership and support and development for relevant headquarters and field staff;
  • Provide direction, and assistance as needed, for cross-divisional collaboration in program development and management;
  • Lead an ongoing and robust institutional learning process for internal capacity building in CNR;
  • Prepare, oversee, and manage annual programmatic and NICRA budgets;
  • Develop and maintain professional relationships with donors, partners, sector experts, media, private sector;
  • Represent Counterpart before professional groups; other leadership bodies; through publication of best practices and innovative initiatives;
  • Serve as a member of the Executive Team.
  • Supervise three HQ-based staff and in-country project staff.

Qualifications:

  • Bachelor’s degree required; master’s degree in related field preferred;
  • Minimum 15 years of experience, 5 at a senior level, in development or environment programs, including work with multinationals, US and other governments in the design and implementation of development assistance programming;
  • Relevant knowledge of climate change science and the implications for development;
  • Relevant experience and subject-matter expertise in one or more of the following: water availability and quality; forest conservation and reforestation, marine/coral/fisheries conservation and restoration;
  • Strong understanding of the U.S. and other donor governments, multi-laterals, and private funders;
  • Demonstrated commitment to the mission and values of Counterpart International;
  • Exceptional organizational skills, high attention to detail, ability to plan and implement in a demanding and fast-paced environment;
  • Willingness and ability to lead change;
  • Strong verbal and written communication skills;
  • Flexibility and adaptability with a strong work ethic and an entrepreneurial spirit.
  • Energetic, enthusiastic, and interested in learning with a growing dynamic organization.
