SAN FRANCISCO (CBS 5) ― CBS 5 has learned that a key statewide environmental agency, the California Ocean Protection Council, has recommended to the California State Legislature that all customers pay a fee anytime they use a plastic or paper bag at the market.

The charge would apply to any single-use bag at all markets, restaurants and stores. The idea behind the charge is to encourage consumers to bring their own reusable bags.
