The City Council approved the plan Tuesday amid a statewide water shortage that enters its third summer.
The new rule goes into effect June 1 and adds to restrictions of no watering between 9 a.m. and 4 p.m. The council has already revised water rates to penalize Angelenos who use too much water.

It's about time. But we have to do more than just ration water. We have to change our mindset about how we use it. Just like giving up plastic water bottles for reusable eco bottles, we need to have our local and state governments offer incentives for home owners to rip out water guzzling grass and plant native vegetation. It should be a no-brainer, but people do love their grass. As soon as we all start to understand that water is more valuable than oil, we'll get with the program and really begin to value clean water. Remember, over a billion people around the globe don't have fresh water to drink, let alone water their yards.
