Well, why not?

While living in Japan, I can recall at least one story about a drunk guy falling off his bike into the river. Japan, as you know, is one of those places (like Europe) where just about anyone can drink beer in public, on the bullet train, etc. It's a good way to pass the time while riding from the sticks to Shibuya or to the slopes for your all-hours run of debauchery with a group of friends.

"Two thousand Poles are currently in prison for riding a bicycle whilst under the influence of alcohol."

So now, we have the courts in Poland ruling that bicyclists can be held for bicycling under the influence. Good decision!

Every US state transportation department should rule the same way on this. I believe Davis, CA already has such a law in place. It's the only town in America where the masses regularly bicycle around.
