Pools hardly ever require draining, but if repair or painting is required, the safest way to drain a pool would be to stop adding your chemicals for a few weeks, and then test the water. When the chlorine level is close to nil drain the water into the sewer or let it soak into your yard. The water won't harm your lawn or plants. For a better idea, stop using chlorine in your pool and change over to a more eco-friendly system like Ecosmartepool -- a system, chemically free, that keeps your pool clean by using copper electrodes and low voltage DC to ionize the water.
