How We Rated Cities
Data was collected from the Texas Transportation Institute's 2007 Urban Mobility Report (Texas A&M), which examined average time spent waiting in traffic.
Cleveland is again the least congested of the 50 largest US cities, as in our 2006 study. Following close behind are number two-rated Kansas City, number three-ranked New Orleans, fourth-place ranked Tulsa, and fifth-place Milwaukee.
The five worst cities for sitting on your car's brake pedal: San Francisco, Oakland, Washington, D.C., Los Angeles, and Long Beach (people commuting to Los Angeles).
