Tied for #1 are a number of cities in California, which mandates and tracks minimal waste diversion rates for all the cities in the state. San Francisco, San Jose, Long Beach, and Los Angeles all divert more than 60 percent of their total waste from city landfills through recycling, green waste, and composting programs.
